Draft Storm Water Management Program Plan

The Draft 2022 Storm Water Management Program Plan (SWMPP) is available for public review.

The State of Hawaii Department of Transportation, Highways Division, Oahu District (DOT-HWYS) owns and operates a municipal separate storm sewer system (MS4) on the Island of Oahu, Hawaii. The State of Hawaii, Department of Health (DOH) issued the MS4 National Pollutant Discharge Elimination System (NPDES) Permit No. HI S000001 (MS4 NPDES Permit), that authorizes DOT-HWYS to discharge storm water runoff and certain non-storm water discharges from the MS4 and from five DOT-HWYS baseyard facilities into state waters in and around the island of Oahu.

In accordance with the requirements of the DOT-HWYS MS4 NPDES Permit, Part D.1, the following Draft 2022 SWMPP has been developed. The draft plan outlines the steps that DOT-HWYS will follow to reduce the discharge of storm water pollutants into state receiving waters.

DOT-HWYS will also host a Draft 2022 SWMPP Public Meeting on February 2, 2022, at 9:00 a.m. virtually on Zoom to answer questions and comments from the public. To participate in the public meeting, please visit www.stormwaterhawaii.com on February 2, 2022, at 9:00 a.m. to join.

A hard copy of the Draft 2022 SWMPP is also available for public viewing at the Oahu District Office at 727 Kakoi Street in Honolulu. Individuals wishing to review the document in person at the Oahu District Office must comply with the latest Governor Emergency Proclamation Related to COVID-19.
