Help us protect our water by reporting any Illegal Discharges or Illicit Connections.

Illegal Discharge: A broad category of polluting or illegal dumping outside of an illicit connection. It is allowing any material that does not consist purely of storm water into a storm water drain or conveyance along a State HDOT Highway or baseyard, except for firefighting operations. Examples include allowing yard debris, oil, automotive fluids, dirt, gravel, or construction waste to enter the roadway drainage system.

Illicit Connection: A physical connection to any State HDOT storm water drain or conveyance. For example, a private homeowner installing pipes that directly leads laundry wastewater, sewer systems, or roof drains into a HDOT drainage system.
