Is this violation within Hawaiʻi Department of Transportation (HDOT) Highways – Oʻahu District Storm Water Management Area?
Illicit Discharge: Any release of materials into a HDOT Highways – Oʻahu Division storm drain or conveyance that is not composed entirely of storm water, except for firefighting operations. Such materials, including but not limited to yard debris, oil, automotive fluids, dirt, gravel, and construction waste (e.g., cement wash water or paint), are prohibited from entering the roadway drainage system.
Illegal Connection: A physical connection to any HDOT Highways – Oʻahu Division storm water drain or conveyance. For example, a private homeowner installing pipes that directly leads laundry wastewater, sewer systems, or roof drains into a HDOT drainage system.

If the area of the illicit discharge or illegal connection appears to be near or within the HDOT Highways – Oʻahu District Storm Water Management Area of the Hawai’i Department of Transportation, please fill out the Report a Violation form below with as many details as possible. Please provide an address of the violation location if available, or describe where the violation occurred using known landmarks, street names, or place names. If you observed suspicious activity, please include your observations and if possible, indicate the parties involved.
